Coverage is not a tier. It is a decision about where people stand at each hour of your day, and it is made by reading your timeline before anybody quotes a number.
The method
Most quotes start from a package — two shooters, eight hours — and then bend your wedding to fit it. That is backwards, and it is why the most commonly missed hour at an Indian wedding is the one where the bride is getting ready in one building and the baraat is arriving at another.
We ask for the timeline first. Where two things happen at once, there are two cameras. Where nothing much happens for ninety minutes, there are not. The figure follows from that, and you can see the reasoning rather than a tier name.
Two productions
Observed for everything that happens on its own; directed, in a deliberate block with its own time slot, for the family frames. Both, because a wedding with only candid coverage has no usable family portrait and a wedding with only directed coverage has nothing that makes you feel anything.

Fluorescent light, a packed hall, a canopy blocking the ceiling, and a ritual that lasts seconds. It needs a light placed before the hall fills and a position agreed with the family and the priest in advance. We wrote this one down properly.
Bride here, groom forty minutes away, both getting ready, both happening once. This is a second-shooter problem and no amount of skill solves it with one person.
Reception lighting rigs are designed for the audience's eyes, not for a sensor. Magenta wash on skin is a decision somebody has to make before the event, not fix afterwards.
The best light of the day arrives while everyone is being called to eat. Whether anybody has planned for you to be outside in it is the difference between a set with a great picture in it and a set without one.

Yes, and they are quoted separately because they are two productions running at the same time. A film needs its own crew and its own post-production schedule. Adding it roughly doubles the people present on the day, and pretending otherwise is how couples end up with a film shot by a photographer holding a second camera.
It depends on whether events run in parallel. A bride getting ready at home and a groom arriving at the venue are simultaneous events in two places, and one person cannot cover both. We map your timeline first and put crew where two things happen at once, rather than selling a fixed head count.
